David Overbeck, CPCU, AIC, ARM is Director of Insurance at Capstone Associated Services, Ltd. Mr. Overbeck brings over 16 years in the insurance industry, including property & casualty claims and risk management.
While serving at Coach USA, Mr. Overbeck directed and managed TPA claims staff in the investigation, reserving, evaluation, subrogation, negotiation and payment of self-insured insurance programs, handling auto liability, general liability, property and workers compensation claims and litigation. He also conducted file audits and claim reviews to determine compliance with claims procedures.
For 6 years, Mr. Overbeck served as Casualty Claims manager at Kinder Morgan, Inc., handling pollution liability losses, including submission of remediation costs for reimbursement. He worked with the organization’s legal department on denial or resolution of large loss claims. Mr. Overbeck assisted with setting up captives domiciled in Bermuda and conducted due diligence on potential acquisitions.
Mr. Overbeck provided direction in the development of renewal strategies at Servisair LLC, making recommendations of coverages, limits, deductibles and SIR levels to senior management. He procured all insurance programs including property & casualty, aviation liability, all risk crime, employment practices liability, environmental site and contractor’s pollution liability and excess general liability. He also lent his expertise in controlling risk management accounts and expenses, including budget, allocations, loss reserves and claim costs.
At Capstone, Mr. Overbeck plays an instrumental role in the formation and ongoing management of captive insurance companies for middle market clients. He contributes to Capstone’s overall success with the preparation of feasibility studies, the manuscripting of tailored insurance policies, the administration of reinsurance pools, the preparation of new company licensing applications, loss reserve analyses, and more.

Ms. Curtis has been working in the financial services industry since 1990. She started at the Toronto brokerage firm of Burns Fry (now Nesbitt Burns, Bank of Montreal) where she gained experience in the equity side of public offerings. She completed her Canadian Securities course and became a licensed Securities Broker in 1992.
In 1995 Ms. Curtis moved to Anguilla where she joined Counsel Limited, an Anguillan financial services organization where she served as Compliance Officer and General Corporate Secretary for Counsel Limited. In 2009, Ms. Curtis expanded her activities to include staffing the Anguilla office of Capstone Insurance Management, Ltd.
Ms. Curtis is an active member of the Anguilla Financial Services Association, including serving on the Compliance Committee.

Mr. Boskat is the Accounting Manager for Capstone Associated Services, Ltd. He has more than 30 years of accounting experience with various independent CPA firms, including the national accounting and business services firm CBIZ, Inc. (CBIZ).
Today, Mr. Boskat is responsible for the accounting oversight of 80+ captive insurers with just under $400 million in assets. Day to day operations of a captive include maintaining the general ledger, interfacing with attorneys and CPAs for the various tax filings and overseeing the annual audits.
